PUBLIC HEARING FOR OVERLOOK AND ST. REGIS SENIOR CITIZEN CENTER
SEPTEMBER 15, 2008
The hearing will be held at 6:00 PM in the Commissioners Conference Room located in the Courthouse Annex, 300 River Street, Superior.
The proposed Overlook subdivision is located four miles east of Superior on Mullan Road East in a portion of the W½ of the NW¼ and a portion of the N½ of the SW¼ of Section 12, T16N, R28W, Mineral County, Montana. The proposal is for eleven lots of which nine will be residential, one utility lot and one open space lot of 28 acres. The owner of the property is Granite Creek Ranches represented by Frank Ragland of Thorp, Washington. The lots have on-site sewage treatment systems and a multiuser water system.
The proposed St. Regis Senior Center is located in St. Regis within the Pasture Commercial subdivision and will front on Lobo Loop. The proposed subdivision is located .43 miles from the intersection of Mullan Gulch and Highway 135 and is a proposed division of Lot 2 of Pasture Commercial subdivision located in the SE¼ of Section 24, T18N, R28W, P.M.M., Mineral County, Montana. The proposal will be for two commercial lots with the proposed Lot 2B being an existing office complex and restaurant and the proposed Lot 2A being the St. Regis Senior Citizens Center building. Judy Stang is the owner of Lot 2 of Pasture Commercial, and the St. Regis Senior Citizens would develop the proposed lot. The lots will be served by the existing public water system located on Lot 3 of Pasture Commercial subdivision and with sewer connections from the St. Regis Sewer District.

Thus the three local governing bodies are receiving final comments and then will conduct public hearings on the following dates and times:
The Town Council of Alberton will hold a public hearing on September 2, 2008, at 7:00 PM, in the Town Council Chambers in regard to the adoption of the Growth Policy. Please send written comments to the Town of Alberton, PO Box 115, Alberton, MT 59820.

REQUEST FOR PROPOSALS (RFP)
MINERAL COUNTY CHALLENGE
INTRODUCTION:
The Mineral County Office of Economic Development is seeking proposals to conduct a project called the Mineral County Challenge. Applicants must have a proven ability to work with the public and have established working relationships with the USFS and the Montana Fish, Wildlife and Parks. Applicants must also have previous project experience and the ability to develop strategic documents.
BACKGROUND:
Mineral County is in Western Montana bordered to the west by Idaho, the south by the Bitterroot Mountains, the north by Sanders County and east by Missoula County. Interstate 90 runs east/west through the county as does the Clark Fork River. It has a population of 4,014 (2005), and a Per Capita Income of $22,601, 68.4% of national average. The largest employer in Mineral County is Tricon Timber, a dimension lumber sawmill and post & pole operation. Mineral County Hospital is the second largest employer, but struggles to compete with Missoula for staff and clients. Retail Trade, Accommodations and Food Service, and Manufacturing are the three biggest economic sector employers in the county currently. This is a change from the historic dominance of the mining and timber industry.
A large portion of Mineral County is public lands, 84% federal and 3% state. This is both an asset and a liability to the County. The public lands provide a huge resource for economic opportunities in recreation, restoration work, tourism, logging, mining, etc.
Mineral County has received a planning grant from the US Department of Commerce to fund this project.
SCOPE OF CONTRACT:
The project goal is to increase economic development and economic diversity in Mineral County. This project will engage key stakeholders, through a series of collaborative meetings, interviews, and surveys. The project will identify and prioritize economic opportunities within the county. A strategy will then be developed to capitalize on these opportunities and implementation plan will be put together that focuses on available resources and current policy. This will provide Mineral County with a plan of action that has input and backing from all the key stakeholders, community, land management agencies, and local governments.
DELIVERABLES:
The Scope of Work for the contractor includes:
1.Develop phone and mail-in survey instruments and conduct personal interviews.
2. Conduct interviews and be responsible for survey completion, data compilation and verification.
3. Coordinate all project research and analysis, including public input, Montana Fish Wildlife and Parks research and analysis, and data from the United States Forest Service.
4. Develop project administration record keeping and reporting procedures with grant administrator.
4.1.Assist Administrator with documenting In-Kind match from project contributors.
4.2. Provide administrator with documentation, instruments, data and information for the purpose of satisfying funding entity’s reporting requirements. Produce quarterly progress report including in-kind hours, cost incurred, and accomplishments as pertains to scope of work.
5. The contractor in conjunction with Montana Fish Wildlife and Parks will:
5.1. Perform analysis of resource use patterns in Mineral County and compare data with other successful areas.
5.2. Provide Target Market Analysis.
5.3. Provide economic input/output models of the local community/county and surrounding market area.
6. Conduct five public meetings/workshops in collaboration with the Montana Fish Wildlife and Parks (FWP) and United States Forest Service (USFS):
6.1. Meeting 1 – Scope the range of economic development and natural resource enhancement possibilities.
6.2. Meeting 2 – Review and prioritize opportunities for further consideration.
6.3. Meeting 3 – Review research designs and develop a strategy to fund implementation. Researchers will design a feasibility study and budget for each candidate opportunity.
6.4. Meeting 4 – Interpret the results for economic development.
6.5. Meeting 5 – Presentation of an action strategy that the county can implement.
7. Contractor will prepare all presentations in “PowerPoint” format.
8.Contractor will engage with a local steering committee to assure that local issues, priorities and concerns are being addressed.
9.Provide analysis of long term sustainable development alternatives.
10. Prioritized economic and social opportunities within the county using, data collected, modeling, community input, and existing federal and state policy and management plans.
11. Assess the counties ability to implement opportunities and identify potential funding sources.
12. Develop a request for proposals to implement the highest opportunities as identified by the study.
13. Contractor will deliver a final strategy document with statistically significant data and a final public presentation of the project findings.

The successful applicant must demonstrate in their proposal:
* An established working relationship with Montana Fish, Wildlife & Parks at the state office level with verifiable references included.
* An established working relationship with the United States Forest Service at the District, Forest, Regional and Research level with verifiable references included.
* Documented previous experience in this type of effort with examples and references included in the proposal.
* Documented ability to work in rural communities and conduct public meetings.
EVALUATION CRITERIA:
* Over all Scope, design, content of proposal
* Previous experience, including recent comparable projects and experience in rural communities
* Past record of performance, including quality of previous project undertaken, personal and professional integrity, competence and reputation.
* Capability and capacity, including staff and personnel, ability to meet said deadlines
* Demonstrated ability to process data, engage public, and work collaboratively

August 20, 2008: RFP Issued
September 5, 2008: Deadline for submission of materials
September 8-10, 2008: Interview and/or selection process
September 24, 2008: County Commission approves submission and signs contract
